Choose your first Google Ads campaign around the business question. If you need to test specific searches, ads and an offer, start with a Search hypothesis. If outcome measurement, creative assets and, for product advertising, a feed are ready, consider Performance Max across multiple channels. Fix broken forms or unreliable conversions before either approach.
A campaign name does not answer the essential question: which result is the business willing to pay for? A cheap form submission may be spam, while high revenue may come from low-margin products. Choose a format together with a rule for assessing enquiries or orders, rather than from the promise of automation.
Search and Performance Max control reach differently
Search tests an offer against expressed demand
Search campaigns reach people looking for products and services. In a keyword-based campaign, you define groups, matching, ads and landing pages. This is useful when you want to test a specific intent, such as demand for a particular service in a particular city.
Keywords do not mean that every impression literally matches a supplied phrase. Match types and enabled expansion features affect reach. Check the actual settings before launch; afterwards, examine available search terms and enquiry quality alongside clicks.
Performance Max distributes delivery across channels
Performance Max uses selected goals and assets across Google channels, including Search, YouTube, Display, Discover, Gmail and Maps. Google automates combinations and delivery. The format can complement Search; launching it does not require treating a Search campaign as obsolete.
Audience signals help the system find relevant people but do not restrict delivery to those segments. A customer list supplied as a signal therefore does not make PMax an exclusively remarketing campaign. Check applicable exclusions and controls separately.
Verify the offer and conversions before choosing a format
Select one offer, location and valuable outcome. For services, define a suitable enquiry and who assesses quality. For a store, verify completed purchases, order value and currency, duplicates and cancellations. If forms and CRM counts disagree, start by reconciling missing and duplicate GA4 lead events.
Check which actions the campaign actually uses for bidding. A primary action is used when its goal is selected by the campaign; a secondary action is generally for observation. There is an exception: actions inside a custom goal can be used for bidding even when marked secondary. A label in the conversion list is insufficient; inspect the campaign's selected goals.
Do not treat a page visit, form submission and confirmed deal as equivalent outcomes. For lead generation, Google recommends optimizing to a deeper funnel stage where possible. Choose a stage according to reliability, available data and confirmation delay; sending CRM outcomes back requires separate configuration.
The landing page should explain the service, price or pricing basis and next step. Test the mobile form, enquiry storage, payment and product availability as applicable. If visitors cannot understand the offer, changing the campaign type will not repair that part of the journey. See why a beautiful website may still fail to bring leads.
Prepare data and assets for the chosen question
For Search, build relevant queries and landing pages
Start with services or products customers can actually buy. Separate different intentions: ordering, comparison, learning or job hunting. Research current demand using the tools available in the account. Treat Keyword Planner estimates as research inputs; a forecast does not establish your future acquisition cost.
Prepare ads and supporting assets for each group, then check promises against the page. Avoid choosing a budget from a universal figure in someone else's article. Test conditions depend on location, demand, acquisition economics and the time needed to assess an enquiry.
For PMax, review creative coverage and automated settings
Multichannel delivery needs suitable copy and visual assets. Identify what is ready, what may be generated automatically and which promises are acceptable. If you do not upload a video, PMax may produce one from other assets. Review the result and current generation settings instead of assuming there will be no video delivery.
With Final URL expansion enabled, Google may select another page on your website. Check permitted destinations and exclusions, particularly when the site contains old services or offers for another audience. Automatically generated copy must also reflect the business's actual terms.
For product advertising, the Merchant Center feed provides a foundation: verify product approval, prices, availability, images and landing pages. Additional assets broaden delivery opportunities. Group products with assortment and economics in mind; identical revenue across two categories does not mean identical profit.
Choose the first test around business conditions
Services: test a specific intention first
Imagine an air-conditioning repair service operating in one city. It has a page for the service, a working form and someone marking suitable enquiries. If research confirms repair-related searches, a Search campaign is a reasonable first test: it connects the query, promise and resulting enquiry.
Consider adding PMax when lead quality is understood, assets are available and the business wants to test acquisition across channels. This is not a compulsory sequence for every service. If demand is unverified or the offer needs explanation, clarify the hypothesis and customer journey first. Automatic reach expansion alone does not establish demand.
Ecommerce: a ready catalog can change the order
Imagine a store with an approved feed, current stock, working checkout and verified purchase-value measurement. PMax can be a candidate for its first campaign when the question concerns promoting an assortment and assessing sales across channels. The absence of a previous Search campaign does not by itself rule out that choice.
For a separate test of demand for one category or a specific product offer, Search can also be a useful first step. Fix checkout, feed or purchase-event errors first. Advertising reports do not replace verification that the store can accept and fulfill an order.

The matrix explains decision logic, rather than forecasting sales. Agree spending, observation period, responsibility for lead quality and stop conditions before launch. A Google Ads average daily budget is not a hard spending ceiling for every day. Plan around billing rules and conversion delay so that the risk limit is understood.
Audit a running campaign before switching formats
A newer-sounding format alone is no reason to move budget. Record the period, goals, bidding, spend and accepted business outcomes for the current campaign. For Search, examine available queries and landing pages. For PMax, examine goals, asset groups, channels, available queries, placements and change history.
Search and PMax can serve related queries. Priority depends on Google's rules and campaign eligibility; an exact-match keyword identical to the query has priority when the conditions are met. Having Search does not guarantee that PMax will never receive search traffic.
Separate enquiries using the company's name from acquisition of new demand. Brand exclusions and negative keywords are among the available controls for overlap; check their applicability and effect before changing them. Good results among people who already know the company do not by themselves establish that all additional reach brings new customers.
Compare processed periods using the same outcome definition. Changing goals, bidding, pages and assets simultaneously makes results harder to explain. If the question is profitability, use GA4 and sales to assess Google Ads, alongside the account's cost per conversion.
Prepare a next step that can be verified
